What is offensive waste?
Offensive waste is non-hazardous waste that isn't safe to put in a standard bin.
It doesn't contain clinical or chemical substances, but it does pose a hygiene risk. Examples include sanitary products, nappies, tampons, incontinence pads, and used personal protective equipment. Anything that's unpleasant to handle and could cause offence or spread infection if it's not managed correctly.
It's most commonly produced in washrooms, care settings, schools, and any public-facing premises where personal hygiene products are used.

Offensive waste isn't something you can manage informally. UK law sets out clear responsibilities for any business that produces it.
Places a duty of care on your business from the moment offensive waste is created. You're legally responsible for how it's stored, handled, and disposed of, right through to its final destination.
Classify offensive waste as a distinct waste stream. That means it must be kept separate from your general rubbish and collected as its own category.
Sets the standard in healthcare and care settings. This Health Technical Memorandum defines offensive waste clearly and sets out how it must be segregated, stored, and collected. If you're operating in healthcare, social care, or education, this guidance applies to you.

There’s no legal time frame for collection, but you have a duty of care to make sure it doesn’t become a hygiene risk or hazard. Quieter settings might find fortnightly or monthly will work fine. Higher-footfall settings, such as care homes or schools, may need more frequent visits.

Yes. A waste transfer note must be completed for every collection and kept on file for a minimum of two years. If your premises generates the same type of waste on a regular basis, you can use a season ticket arrangement, a single note covering multiple collections over a 12-month period.
