How sanitary bin collection can reduce tax

In April 2025, Landfill tax increased by 21.6% to £126.15 per tonne (up from £103.70). Your business can avoid this tax increase and opt for more sustainable offensive waste disposal by working with us to divert your waste away from landfill.

As part of the phs LifeCycle Strategy, instead of landfill, the waste we collect from our customers is sent to Energy from Waste facilities, where it is turned into a source of renewable energy for the national grid.

Not only does this reduce landfill tax but can help towards your ESG goals and corporate responsibility.

Why sanitary products make a difference

Despite the laws and regulations, many businesses and public visited buildings lack sanitary bins, disposal and products which causes a range of problems.

The absence of sanitary bins and proper disposal can cause hygiene issues, and an uncomfortable dirty washroom. Flushed pads and tampons cause toilet blockages which means disruption, user discomfort and potentially the cost of an urgent call out if you have no on-site maintenance.

It’s not just the bins though, a lack of products and consumables also causes visitor or staff anxiety if they don’t carry their own or struggle to afford them.

At phs, we believe everyone should have access to the period and incontinence products they need. By working with us you can help all of your visitors and employees have access to sanitary products and dignified disposal when they need it.

Our BOG STANDARD campaign with Prostate Cancer UK has helped raise awareness of male incontinence, and the lack of male incontinence bins and consumables available to men when outside of their homes.

What is BOG STANDARD?

When you’re coming to work, you want to feel supported, looked after, and that your employer has your best interests at heart. So that’s why it’s important for us to provide dignity to those who need it, in a discreet way, behind the cubicle door in private. We were blown away by the careful and considered approach phs has taken to this initiative and we’re really excited to be working in an exclusive construction partnership to support both our own colleagues and our customers.

Sanitary waste disposal law and regulations

Proper sanitary waste management is a legal requirement for businesses across the UK. Female hygiene products, incontinence pads, and similar absorbent hygiene items are generally classified as offensive or hygiene waste and must be stored, handled, and disposed of responsibly.

Duty of care for waste disposal

Under the Environmental Protection Act 1990, businesses have a legal duty of care to ensure sanitary waste is stored safely, collected by an authorised waste carrier, and disposed of in accordance with waste legislation. Failure to comply can lead to enforcement action and financial penalties.

Incontinence pads and hygiene waste classification

Male and female incontinence pads, disposable pants, nappies, and sanitary products are typically classified as non-hazardous offensive waste when they are not contaminated by infectious materials. These waste streams require separate handling from general waste to maintain hygiene standards and support compliant disposal practices.

Workplace requirements for sanitary waste

The Workplace (Health, Safety and Welfare) Regulations 1992 require employers to provide suitable welfare facilities, including appropriate sanitary waste disposal solutions where needed. This ensures staff and visitors have access to hygienic facilities for the safe disposal of sanitary and incontinence products.

Preventing environmental and drainage issues

Sanitary products and incontinence pads should never be flushed down toilets, as they can cause blockages, sewer damage, and environmental harm. Dedicated sanitary waste bins and professional collection services help organisations remain compliant while protecting local infrastructure.

Frequently asked questions

Service frequency depends on your site’s footfall. We can tailor the schedule to your specific usage levels once we’ve spoken to you and learnt more about your business needs.

Yes, our team will work with you to deliver the products at a time that suits you.

We aim to visit and quote as soon as we can and at a time convenient to you. Once we’ve visited and done a site survey, we can give you a schedule of delivery and installation.

No employees shouldn’t empty sanitary bins.

Under the Duty of Care Legislation only licenced and authorised waste disposal companies should collect and dispose of sanitary waste. This also provides the correct paperwork needed for audits and compliance.

There’s no set cost to our service as quotes can vary between sectors and circumstances. The best way to get an idea is to get in touch for a quote where we can give you a realistic price based on your own needs.

There are laws and regulations around sanitary waste disposal and bin supply:

The Workplace (Health, Safety and Welfare) Regulations 1992 states that it’s a legal requirement for employers to provide sanitary bins in female and unisex washrooms for the safe disposal of period products.

The Environmental Protection Act 1990, places a duty of care on businesses to manage sanitary waste safely, including using licensed waste carriers.

The Water Industry Act 1991 forbids flushing sanitary items that can block sewers.

Sanitary waste is controlled waste and must be kept in separate bins and disposed of correctly. You should also keep waste transfer notes for up to 2 years to show compliance.

Our sanitary waste disposal is fully licensed and compliant with all waste management regulations and laws. We also supply a full digital paper trail for your records and audits.

You can read more about sanitary waste disposal law in our phs guide.
